NOTES FROM DISCUSSION AT OCTOBER 19, 2007 WORKGROUP MEETING:

 

Proposed Vision Statement:

 

Civil rights professionals throughout California expertly prevent and address discrimination and harassment through a certified training curriculum.

 

Proposed Mission

 

The mission of the EEO Workgroup is to develop a standardized training curriculum, offer ongoing certification of civil rights professionals throughout California, and serve in an advisory capacity on an ongoing basis to the SPB.

 


Summary of Responsibilities

Strategic Project Oversight and Monitoring

SPB will provide real-time consulting, facilitation and oversight of the development of an EEO curriculum. 

The EEO Training Workgroup will assist in defining the full EEO curriculum that will serve management, staff, EEO specialists, and EEO Trainers.  Additionally, it will help to sustain the curriculum in recommending improvements to the curriculum and helping to keep it current.  The CCROC group will provides feedback and recommendations on policy issues coming before the Legislature in this area.

The EEO Workgroup will review project status reports, provide feedback, and understand the significant risks and issues concerning EEO training. The workgroup seeks to achieve the following outcomes:  (1) improve the consistency and effectiveness of EEO training and (2) improve the information available to state agencies concerning the EEO process.

Additionally, CCROC will work with SPB to promote and identify strategies for marketing the training. 

EEO Certification & Training:  Curriculum Developments & Recommendations

In the course of assisting SPB in developing a curriculum that meets compliance requirements, the EEO workgroup provides direct support to the SPB Technical Training Department in analysis of EEO training requirements.  The EEO workgroup will review and make recommendations concerning:

  • Assist in developing EEO Standards upon which to base the curriculum
  • Help to determine the most cost effective way to design and deliver the training (RFO)
  • Evaluate the alignment of the training to agency HR functions
  • Help to establish the criteria for selecting a training vendor
  • Serve as the evaluation committee in reviewing training vendors
  • Assist in the scoring and selection of a training vendor
  • Assess the State’s ability to successfully plan and deliver the training statewide
